I start with the reality of operations: the name, address, phone, opening hours, service area and service category must be accurate and consistent wherever people look for them. Each branch needs its own useful page only if it has its own information and purpose. I do not see reviews as a campaign for stars. They are feedback and proof of experience; a company should respond to them and not fix the problem only through marketing.
What to watch out for
I would not create dozens of almost identical pages for every city if they contain no local service, experience or reason to exist. A false address or keywords stuffed into the business name are equally harmful. A short-term trick can create a long-term problem with both trust and the profile.
